Once you open outlook in safe mode try to add signature and close all the office related applications. Like excel,word,etc. And try to open outlook in normal mode. I could be work.

Hi hope you done do all above solution. But if you still got the issue. You can try this one. I had this same issue on a brand new Dell laptop. I tried all of the fixes above to no avail. Try many others too that I found online and nothing would fix it. In the end, I factory reset the laptop was no biggy for me as it was new anyway and then ensured that I removed the MS Desktop App from all user profiles! The odd thing that I noticed was in the Start menu. There were 2 Outlook shortcuts. The bottom shortcut opened the existing profile which had signature issues , the top shortcut opened Outlook requesting setup. After building the new profile, the signature worked as intended. Pinned that shortcut to Start and taskbar. Maybe a dumb question, but is it possible your signature is rich text or HTML and the message is plain text? You can check this on the "Format Text" tab.
